During the conduct of the major surgery on the 3rd dog, Dr. Katz, the Attending Veterinarian (AV), walks into the OR and asks Dr. Kutter to explain what he is doing. Dr. Kutter is in the middle of the procedure and says to the AV "As soon as I am done with the procedure, I will meet you in my office and I will explain the situation." Dr. Katz is uneasy with this response because it is conflicted.   He knows that:

• Dr. Kutter is conducting an unapproved procedure
• That as the AV, he should demand that the PI stop the procedure immediately.
• He should euthanize the animal and report to the IACUC.

The AV also knows that:

• The project is very important to the University because:
  • NMEI supported projects help fund the University's veterinary services division and
  • Pay the salaries of two veterinary techs
• If he demands that the procedure be terminated, the animal resource will be wasted
